S.T.O.P. Read on: S: Situational Awareness…Take two seconds to assess the area and the people. T: Think…is this the place I want to be or should I leave? O…Options…If I’m threatened, what options do I have short of lethal defense? P…Protect my life…I’ve tried everything and my life is actually threatened. DRAW!!! What has happened in the US and Europe should give all of us pause to reflect on personal and family protection. Well, it should be obvious to all that things ain’t real smooth here and abroad. Focus now is important. If you are a shooter I suggest you upgrade your skills. I sincerely hope none of you will need to stand and protect.. BUT??? I believe that some serious thinking may well be in order. Talk to other folks and put your situation into a plan that will secure your family (friends) from harm. No, I’m not suggesting becoming a vigilante, however, I think that “ see and say” to law officials may be the best thing. A good many years ago while enroute to a military assignment I had a few days lay over in Paris, France. I saw all the familiar things we associate Paris with and upon looking further I saw pock marks in buildings-shots fired during war. Evil doers still are damaging cities and lives. It is happening here in the USA and other countries. Preparation is a good start. Train with your hand guns, long guns or martial arts or be smart and stay out of questionable areas. Emotions are running amok but we are still a democracy and we all are subject to the rule of law. Don’t live in the past. I have heard a comment that “if it’s good enough for grandpa, it’s good enough for me”. Ain’t so folks. Train, Observe, Be Alert, Be Alive.

African-Americans and America's war for independence
How did I know that African-Americans had served in the Revolution? It certainly was not because of what I was taught in school. AND, as much as I would like to claim the credit, it was not because of research that I had personally done.
There are several lineage societies that focus on descent from someone who served in the Revolution – but by far the largest is the Daughters of the American Revolution (DAR). Like my own SAR and the American education system in general, throughout much of its 125-year history, the DAR was very reluctant to accept that African-Americans had been Patriots during the Revolution or as members. In fact the DAR is justly notorious for its outrageous treatment of the world-renown African-American singer, Marian Anderson, when in 1939 they refused her permission to sing to an integrated audience in their Constitution Hall in Washington, DC. But, by the mid-1980s the DAR was determined to correct their past mistakes! Starting then the DAR began a project a project to identify the names of African Americans, Native Americans, and individuals of mixed heritage who supported the American struggle for independence. That project still continues today, but it has already published three books of its findings (google “Forgotten Patriots” for more) and has already identified over 6,600 individuals of African, Native American, or mixed descent who served in the Revolution. This may not sound like many served, but remember the total population of the thirteen original states in 1775 was only just over two million with approximately 400,000 African-Americans (most of whom were slaves). Others have also researched and written in this area, Paul Heinegg is particularly noteworthy and worth also taking a look at.
This is IMPORTANT research, things that ALL Americans need to know! So, more next time!

Encore
Theatre Company is finishing up our 25th year with more fun. This
year we offered an all comedy season. Politics, Poking fun at a
classic, (Gone With The Wind) and now “The Plaza”.
April
brings the sunshine and new beginnings for a great spring
and awesome summer.
It
also is bringing some great laughs and fun with our third and final
production for the season.

aim to please. Opening nights are special for Encore. We have a
reception immediately following the opening show with food and drink
for everyone. There is no extra change for opening ticket but they go
fast. We open on Friday, April 21st and run for two weekends with a
2 PM Sunday matinee on the 23rd. Other performances are April 23rd
and 27th, 28th and 29th. Curtain is at 7:30 PM.
We
are in the process of selecting next years productions and it is
shaping up to be another great Season with a few surprises thrown in.

In Perquimans County, we are racing into Spring! April 27th
is the date of our Chamber of Commerce Expo and Job Fair where
businesses from Perquimans and the surrounding counties come to the
Perquimans County Recreation Center to show off their businesses and
residents of Perquimans and the surrounding counties come to make new
contacts, be entertained and join in the celebration of the economic
life of the county. How can this be, you ask? Well, we must thank
our generous sponsors Vidant Chowan Hospital, Pepsi Bottling
Ventures, NC Works Career Center, PNC Bank, COA SBC, and the
Perquimans Weekly.
What is going to
happen at this Expo, you ask? Well. First of all, there will be
booths dedicated to service businesses like Vidant Health and
Albemarle Urgent Care handing out information, advertising new
programs and advancements in technology, maybe even offering specific
health care screenings. Then, there will be vendors like Small Town
Trendz and White’s Dress Shop, offering their newest and most
glamourous merchandise for sale. Beside them, large merchandise
vendors like Alliance Nissan & Swimmme & Son will be
demonstrating their wares, although I don’t think you could
adequately test what Swimme & Son offer unless you brought a
bathing suit. In addition, Perquimans FBLA and FFL, SELA Concepts,
CAMP CALE & the Workforce Development Center will be there,
handing out information about their programs, eager to sit down for
further conversation with anyone interested.
What else is
going on? A Job Fair. Employers from Perquimans and the surrounding
counties will be there accepting resumes, offering application
materials to fill out & taking the time to speak with applicants
about openings and expectations. What better way to explore a job
opportunity than at a festive, interactive event where the employers
are putting their best foot forward?
And, did I
mention that there will be door prizes, demonstrations, and car
racing? No? Well: this may be the only Expo you will attend where
you can race your car or a car you pick from available stock and get
a race car as a prize if you win! Yes, that’s right! There will
even be opening time trials so that you can pick the fastest of the
cars you brought to enter in the race. If you don’t have a car you
want to risk, a large number of cars will be available for you to
choose. So, go right now to your child’s toy box and dig for
the fastest, most elegantly shaped die-cast matchbox size
car you can find! There will be a 30-40-foot wooden
track set up with an automatic starting gate and a computer assisted
timer to judge the closest races! And, if you are sensitive to
excessive noise, bring earplugs because there will be shouting!
In addition to
that, the Hertford Print Shop will be demonstrating their most
astonishing technology and skills. The Hertford Print Shop is the
business that wraps cars, trucks, trailers, boats, cabinets, whatever
you want as well as printing on t-shirts, slate, jewelry, glassware,
fabric banners and, of course, paper. If you can imagine it, I
imagine that they can do it! Come to see the magic happen.
Want to work on
your golf swing or your garden? You can do that, too! A golf
professional from a nearby course will be offering demonstrations and
the Master Gardeners will be present to answer any questions you
might have about your lawn, landscaping and gardening at their “Ask
a Master Gardener” table.

Interstate Transportation of Firearms
Interstate transportation of firearms has been the subject of much controversy, misinformation, and well-meaning but unwise advice. The resulting confusion has led to costly legal troubles for many well-intentioned gun owners. The problem stems from a patchwork of state laws regarding firearms that vary widely, even in adjoining states.
What is legal in North Carolina, for instance possession of a handgun, is a felony in New York without a specific license issued by New York. Obviously, if you decide to move to New York, or to stay a week on vacation, then you should educate yourself on their laws and comply. But what if you are just passing through, say on your way to Maine, where possession of a handgun would be legal?
In 1986, the federal government passed the Firearm Owners Protection Act (FOPA), codified in 18 USC 926A, which reads:
Notwithstanding any other provision of any law or any rule or regulation of a State or any political subdivision thereof, any person who is not otherwise prohibited by this chapter from transporting, shipping, or receiving a firearm shall be entitled to transport a firearm for any lawful purpose from any place where he may lawfully possess and carry such firearm to any other place where he may lawfully possess and carry such firearm if, during such transportation the firearm is unloaded, and neither the firearm nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of such transporting vehicle: Provided, That in the case of a vehicle without a compartment separate from the driver’s compartment the firearm or ammunition shall be contained in a locked container other than the glove compartment or console.
Problem solved, right? Federal law pre-empts State laws to the contrary, especially on Constitutional matters. (Just ask Alabama about how its segregation laws held up vs. the Federal Civil Rights Act). The state laws are unenforceable, right? Not so fast. It seems the not-so-gun-friendly liberal states, especially in the Northeast, are picking and choosing which federal statutes they will obey, and they are getting away with it.
New York has arrested scores of FOPA compliant visitors because they dared spend the night in a motel, stopped "too long" for a meal, or to drop in on a relative. New Jersey arrested a man who was sleeping in a rest stop with firearms in the car. These arrests were made on the theory that the gun owners were no longer actively "transporting" the weapon.
Air travel has been another area of controversy. You can legally declare and transport an unloaded handgun in your checked luggage flying from NC to Maine. But if you change planes in New York, and if your connecting flight gets cancelled by weather, you will have to claim your luggage and spend the night in the airport or in a motel. The District Attorney for New York City has directed that people claiming those bags be arrested for violating New York's prohibition against possession of a handgun without a New York permit.
Maryland has become downright infamous for their police running the license plates of out-of-state cars, learning that the car's owner has a concealed weapons permit in their home state, and stopping the car for that reason. Then, they search the car, and if they discover a handgun, they charge the driver, whether the gun is carried in compliance with FOPA or not. This has happened dozens of times.
These are but a few examples of the outright abuse of power and deliberate disregard for the rights of lawful gun owners under FOPA that takes place in the Northeast in general. Massachusetts and DC are also known for their harassment of visiting gun owners. (To make matters worse, the US Third Circuit Court of Appeals has ruled that FOPA applies only to vehicles, giving police even more leeway to violate the federal law.) Similar problems exist in Illinois and California, but the Northeast is by far the worst area for this abuse.
If you are arrested for violating these state laws, your only option is to fight it all the way through the state trial court, state appellate courts, federal district court, federal court of appeals (the same one that dreamed up the idea that FOPA only covers vehicles), and on to the US Supreme Court...IF you happen to have an extra $200,000-300,000 laying around. So what can be done?
Contact your Senators and Representatives and request that they amend FOPA to provide sanctions (like loss of federal funding) for states that disregard FOPA. Request that they amend FOPA to address unintentional reclaiming of checked firearms due to no fault of the owner. Join an organization that provides cost-of-defense insurance for firearms violations. Avoid the troublesome states if at all possible. But if you can't avoid them, transport any firearm in STRICT compliance with FOPA, scrupulously obey all traffic laws, and get through their jurisdiction as quickly as possible. Print off and carry a copy of FOPA, but do not expect the officer to release you based upon it. If you are arrested, do not answer any questions, and contact an attorney immediately.

Dear Dr. Crime: You keep telling us to not smoke pot, and I think you are dumb. Its ok and it is legal in many states. Again, poo on you. Smoker
Dear Smoker: I will agree there may be legitimate uses for pot, but do not ignore the downside. A recent studyi in the journal Clinical Psychological Science reported on 947 New Zealanders followed to age 38. The pot-heads in the representative sample had more serious money problems than the non-pot-heads. That relationship remained even when they controlled for qualities that might be thought to cause such things as not paying for food and rent, welfare , and failing on credit card payments. Again, unless there is one of the unlikely medical reasons for smoking pot, especially for kids, I say stay away.

Dear Patriot. Sorry I have distressed you, but some aspects of crime are awful. Some of the child custody cases I have handled have make me very mad and the many victims sadden me. But, the picture is good in many ways. The National Crime Victimization Survey reports on a random sample of USA households and their results will make us both happy. They found that non-fatal violent crimes has made a big drop, with the rate of violent crime going from almost 80 victims per 1,000 households in 1993 to 18.6 victims in 2015. Now that is a happy drop!!!!
The education picture has some good news.ii Research shows that success in education is associated with lesser likelihood of criminal behavioriii. The recent report of the National Center for Education showed that enrollment in public school is up, and the drop-out rate from 1990 to 2013 went down from 12.1% to 6.8%. For the 10 year period after 2000 college enrollment went up 37%. The % of minority students went up !!!! And, the % of older youth with higher education degrees went up. How is that for good news!!!

Dear Wonderful Parents: One thing would be to work for a time as a line police officer. Another avenue would be the US Bureau of Justice Statistics - BJS's Visiting Fellows Program. That great programs funds research around recidivism patterns, juvenile justice populations and enhanced law enforcement data collections. The fellowships run up to $200,000 and he might get a local department interested in working with him. Good luck to your son. We need guys like him.
